The way Photos does it is meant to simplify the process for people who may have little to no experience with the video editing concept. More professional editors display footage based on their duration. Each one is represented by a rectangular thumbnail of the same size, irrespective of its length. The lower section is your Storyboard, where you see all the clips that have been added to your project. You see all the clips present in your Project Library top left, with an option to add additional ones should you need to.
